What is Test Quality Information (TQI)?

Introduction
Test Quality Information (TQI) is a set of performance data used by the DVSA to monitor how MOT tests are being carried out by testers and garages.

It looks at testing behaviour over time, not individual tests, and is used to identify patterns that may indicate unusual or inconsistent testing.
What does TQI measure?
TQI looks at how MOT tests are being conducted over time. Rather than focusing on a single test, it analyses patterns and trends across multiple tests to assess whether results are consistent with expectations.

This can include things such as:
  • Pass and fail rates
  • Failure reasons and defect patterns
  • Testing behaviour compared to national averages
  • Retest activity and outcomes
The DVSA uses this data to understand whether testing activity is in line with expected norms.
How the DVSA uses TQI
TQI is part of the DVSA’s risk-based approach to monitoring MOT testing.

It is used to:
  • Highlight testers or sites with unusual testing patterns
  • Identify where further review may be needed
  • Support decisions around Vehicle Examiner (VE) visits
Having an unusual TQI profile does not automatically mean something is wrong, but it may lead to increased scrutiny.
